>> in the news this saturday morning more than 20 people are recovering this morning after a party on the san francisco bay takes a wrong turn. the coast guard had to rescue passengers and crew from a sinking boat. and the officers association is promising to fight. we have the findings of a new internal report that finds salt with dozens of oakland police officers during last year's occupy protests.

good morning, everyone. i'm katie in for terry mcsweeney this morning. we will start with a first look at the weather. mears meteorologist lisa argen. >> good morning, everyone. we are starting off from the roof camera. it's pretty dark out there. another hour until sunrise. we have plenty of clouds. we have a cold front working through the bay area right now. we aren't looking at any rain associated it. in fact, the cold front will mix out the low clouds. it's a cool start, 45 hawaii to 55 this morning. even lower 40s by the delta. by the afternoon we will see numbers in the low 60s to the mid-70s with plenty of sunshine. this should be a nice day coast to inland valleys. we will look for the evening hours the numbers to drop quickly, a little bit in the way of low clouds and fog. is this autumn like weather going to last? stick around i'll let you know. katie. >> thank you. this morning the coast guard begins investigating the near sinking of a bachelor party boat in san francisco bay.

cornell is live at pier39 this morning. >> everybody is safe after a bachelor party on the bay took a very scary turn last night. after their party boat hit a rock and slowly, slowly started to sink near alcatraz island. hours ago this was the scene at pier 39. 18 men in life vests who had just been rescued off the boat the neptune. that's a party boat. but the neptune somehow hit a rock near alcatraz about 8:30 last night, putting several small holes in the bottom of the boat. the bachelor matthew rice industries the chaos on board. >> we had the jolt and then we were on it and they came in pretty quickly. the coast guard came in pretty fast so it was pretty mellow. but it was a little scary and hearing them, the hole is this big and the guy was pumping out

water and he was chest deep. >> we were off course, a navigation error. we were on the inside instead of the outside and hit what is called little alcatraz. two 1-foot by 1-foot holes on the back of the hull but only one hole filled. >> that was the good news i suppose. little alcatraz, the rocks near the short of the alcatraz is marked by warning bouys. the coast guard is investigating. the captain had no commentator abc7 news last night. neptune was towed to an unknown location last night. according to its website, neptune is described as a wine tasting party boat, but last night crewmembers say for the first time they had their first-ever beer tasting on board. but as you can tell, that party about not last very long. everybody who was on board was back here at pier 39 by about 9:00 p.m.

again, a bachelor party, a lot of people will probably never, ever forget. live in san francisco, cornell bernard, abc7 news. >> thank you. the the oakland police officers union promises to vigorously challenge disciplinary action to be taken against more than three dozen officers in the weak of last year's violent occupy protests. abc news reporter john alston has the just released internal investigation that finds fault with 44 officers who clashed with demonstrators. >> almost a year after this violent confrontation between officers and occupy oakland protesters, police are assigning blame. chief howard jordan confirmed it was one of his officers who fired a beanbag at protester scott olson, seriously injuring the iraq war veteran. >> personally i don't think losing a job is nearly enough. i think that you committed a crime and should be put in jail. >> no one is saying what will happen to that unidentified officer, but a just released independent investigation claims 44 oakland officers broke

department rules over several protests over the past year. violations are mostly minor like officers failing to turn on their video recorders, all the way up to false arrest and excessive use of force. >> i think it might be the first step in the right direction for opd towards accountability. >> without naming names, the chief is recommending termination for two officers, one demotion, 15 suspensions, counseling and training for three officers and written reprimands for 23 others. >> this is very tough for howard jordan to do. it is very tough to discipline officers who you are asking to go out in violent situations but he's a good could cop and i think he's trying to be fair. >> the head of the police union is furious. blaming city hall for botching

the occupy protests and making officers the scapegoats. >> these officers never asked to be put on the front lines of occupy oakland multiple times. city leaders failed through their indecisiveness when it came to dealing with occupy. >> oakland is coming up on the one year deadline to investigate the complaints and the officers could be facing some hearings and arbitrations and the union is promising to defend them vigorously. in oakland, john alston, abc7 news. >> right now in hollister police are in a standoff with a person connected to a missing mother. 25-year-old heather carroll hasn't been seen since wednesday morning when she dropped her son off at school. her car was found burning. that was south of hollister thursday morning. police went to her house to interview a man about carol and it erupted into a standoff and a s.w.a.t. team was sent from the santa clara county sheriff's office. we will bring you updays as new information becomes available this morning. a couple whose crime spree started with a jailbreak is expected to be charged with a

hercules murder next week. a neighbor found susie dead in her home eight days ago. police near seattle spotted her stolen car wednesday. they arrested two after a chase. the pair is accused of a crime spree that includes a jailbreak, the shooting of a los angeles county deputy, two carjackings, the chase near seattle and then the murder in hercules. san jose safety personnel claim longer response times due to the lack of police officers are putting people's lives in danger. it's a story you will only see on abc7 news. earlier this month police responded to an officer-involved shooting at a caltrain station. hours later they were called to an altercation at a check-cashing business where someone was injured, but no police were available to go. paramedics were there but they had to wait for police to arrive to secure the scene and the victim died. >> it's extremely frustrating. we are trained. from the day we start training we are trained to save lives and

help people and to sit there with idle hands is excruciating at times. >> fire regulations dictate crews may not enter a potentially dangerous scene until police declare it secure. >> we're is one of the stranger things you see on roads. we have the latest on moving the space shuttle inch by inch through the street. and it took more than 50 years but now a 93-year-old south bay

a toaster strudel. pillsbury toaster strudel. so delicious...so fun. >> the space shuttle endeavor is make its way to the museum. they transferred it to a special dolly to use the overpass. crews took down power lines, leaving 400 homes and businesses without power. but it got rolling again around midnight. it's expected to take until at least 8:00 this morning to reach the museum. plenty of time for all those onlookers lining the streets to get those pictures. last night as it passed a toyota dealership, film crews captured video of a toyota truck pulling the shuttle for a tv commercial. a shocking charge this

morning against two cal law statutes. eric and justin, both 24, were arrested in las vegas for be heading an exotic bird. the two chased a bird into trees at the flamingo's hotel wildlife habitat and they came out with the body and the severed head. the bird was a helmeted begin any fowl like this one. the men have been charged with malicious killing of wildlife. this weekend a santa clara woman along with three generations of her family will be celebrating her graduation from college. at age 93 the woman has finally earned her bachelor degree from san jose state. as abc7 news reporter sergio tells us, it's a degree that has been 72 years in the making. the balloons are up, the clay student is in his spot, and 93-year-old olive chandler is a bit giddy. she will soon be celebrating her graduation. >> i sort of want to wrap my

[laughter] >> it's something her youngest daughter, donna, has been trying to help her mother finally accomplish after all these years. >> i just had always felt that it was something that she wanted, something that she had earned. the bachelor's degree issued by san jose state was granted after her daughter contacted the university. she was hoping they might send a nice letter to her mother recognizing how close they came to graduating in 1959. instead the school sent her a degree. >> you just got this three weeks ago then? >> about that. >> all right. who is this? >> that's me when i graduated from compton junior college in 1941 -- 1940. >> back in 1940 the plan was to ten her schooling and earn a teaching degree, but events kept delaying that plan. >> pearl harbor started? >> yeah, and i got married and left school. after a year and a half at santa

treasure island music festival, a half-marathon and a bake ride on the embarcadero. some of the things going on today. and the giants tomorrow, late afternoon. live doppler 7 hd, there is a little bit of cloudiness around but not as much as we've seen the past 48 hours and that's due to a weak cold front pushing lou the bay. not bringing rain but it's working in the opposite way to mix out the lower levels of the atmosphere. clouds hanging on at santa rosa, 46. 45 in fairfield. good morning, mountain view, 52 for you. look how much chillier it is this morning compared to 24 hours ago? so if you were up at this hour yesterday you probably feel it. only a degree cooler in san francisco, but look at fairfield, 11 degrees cooler, 9 degreescology in san jose. partly cloudy skies and that's because of a few holes in the overcast, allowing for some cooling to papers. but then we are going to look

for more sunshine today and mild temperatures. that's about normal. we will look for the much, much warmer weather to be headed our way each and every day. first things first. that area of low pressure, the cutoff low that hung out here owl week long, finally, not only to the south but well to the either of the bay, and here's our next system. it's a weak frontal boundary and it's providing the lifting mechanism that allows for the atmosphere to mix a little bit. so, therefore, the fog is not a factor. not much in the way of low clouds and that means an earlier burn off. in fact how about a burn off for once? it's been so cloudy the past couple days. look what happens by 8:00. we are sunny from santa rosa to san rafael and concord. but by 9:00, 10:00, the overcast really begins to evaporate and we will look for full sunshine today. a pretty nice afternoon. 60s and 70s. look like if you like this kind of weather, it is going to hold for another day. although it is going to keep

amazingly the giants are coming home to host the cardinals on sunday in the series opener. in the nation's capital, reds and nats in game five. this game appeared to be early over. nationals led 3-0 in the fourth. bryce harper crushes it off of adam rain wright. 4-0, nationals. and then 6-0 nats. wainwright gave up three homers in two innings but the defending world series champs do not die. stop of 8, 6-4. daniel descalso out of uc davis. aggie pride makes it 6-5. top of nine bases loaded. 7-5, two outs. descalso lines to short off the golf of descalso. two more and tied at 7. cardinals not done yet. beat, base hit opposite field. two more score! 9-7. incredible. four-run ninth for the cards. bottom of ninth the nats go quietly. ryan zimmerman, game over.

president obama is highlighting his performance on the economy by showcasing how the automakers are doing. he said critics told him to just let detroit automakers to go bankrupt and not intervene. he is telling people a few weeks before the election day that he made the right call saving america's jobs. >> we refuse to let them go bankrupt. i bet on american workers and american ingenuity, and three years later that bet is paying off in a big way. today all toe sales are the highest they have been in more than four years. gm is back. ford and chrysler are growing again. together our auto industry has created more than a quarter million new jobs right here in

america. >> the republican response said the obama administration has pushed regulations that make it difficult for businesses, saying the economy doesn't need more meddling, it needs more certainty. the next presidential debate is tuesday when president obama and mitt romney meet at hofstra university in new york. this one will have a town hall format. abc7 will carry it live tuesday at 6:00 p.m.. speaking of american jobs, today san jose city leaders hold the fifth annual youth job fair from 9:00 this morning until noon in the nordstrom rap courtyard at the oak ridge mall on blossom road. city council members have partnered with a mall to use the opportunity to find work. local employers will conduct on site job interviews and provide career information to candidates who are 16 to 21 years old. the california public utilities commission is blaming pg&e mismanagement for its rejection of a plan to have ratepayers foot most of the bill for fixing its pipelines.

pg&e said it's customers should pay 90% of the cost. the puc plans to cut it to 36%. pg&e shareholders would also pay for any cost overruns. but a rate payer advocacy group claims the fine print on the deal would still have customers paying more than half the cost of the overhaul which stems from the deadly pipeline explosion from destroyed dozens of homes in san bruno two years ago. in a statement, pg&e said it was disappointed in the decision and added its plan was designed to be as economal as possible >> the transformation of the old doyle drive into the new presidio parkway is entering its final and second phase, and this time without a full closer. the work is centered near the palace of fine arts. abc7 news transportation reporter heather ishimaru notes it will be years before it is finished. right now traffic flows in both directions on the new elevated section of doyle drive.

phase two of the replacement project will build another elevated roadway alongside the new one where the old structure sits now. when completed, the side by side bridges, as shown in this caltran animation, will carry three lanes of traffic in each direction with shoulders. >> this is as good as a grand slam yesterday, i think. you know how long this has been in the cooker, so to speak. >> much of the old doyle drive was demolished in a speedy 57 hours in april. the remaining structure will be torn down beginning sometime before the end of the year and will take three to four months. phase 2 will also include construction of multiple tunnels that will change the view of the bay and access to it from the presidio main post. this phase is a $1.4 billion project and it's being built only thanks to new state legislation allowing a public-private partnership. this segment of the project is the first of its kind. house minority leader nancy

pelosi said the new parkway is the perfect step following transformation of the military base from urban to park. >> it's just like you get a new sofa and you decide we need a new rug, we have to paint and all that. once we did this, we decided doyle drive, we've been trying for ever to do something about doyle drive. it was not a save place. >> the 76-year-old roadway was an example of the state's aging and neglected transportation structure. much of money came from one-time sources of stimulus money and the matt i have voter approved measure 1-b. these days transportation funding is hard to come by. >> we have to be very specific on the priorities that we attack, and we have to look and be creative on how we fund pro -- projects. public-private partnership will be a part of that solution. >> construction should wrap-up in 2015. heather ishimaru, abc7 news. speaking about getting

around the bay area, there is a closer you should be aware of right now. harrison exit from the bay bridge is closed this morning until at least 8:00 a.m. due to caltran's work. and then coming up, eastbound highway 4 will be closed monday morning from midnight to 5:00 a.m. in antioch for a agreeing -- freeing widening project. a detour will be provided, but drivers should expect delays, although in a noncommute direction. starting next friday, the san mateo bridge will be closed two weekends in a row. at 10:00 p.m. next friday the bridge will close in both directions for seismic repairs. caltran's crews will be replacing twelve sections of the bridge deck and installing new seismic giants. -- giants. that work will take place on the weekends of october 19th through 21st and then again october 26th through 29th. each time officials expect to reopen the bridge by 5:00 a.m. on monday. coming up next, police response took place are under the gun in san jose.

>> good morning. you are looking live at the moon. a crescent moon. you can see barely the outline of the entire thing there. clear day in the skies and that means it is clear out there and lisa argen says we are going to get some sun in most places and temperatures in the inland east bay you have been getting back up into the 70s. so maybe ditch your sweater just for a moment here this october in the bay area. in san jose there's an issue over how long it takes police to respond to a crime. an only-on-7 investigation finds slow response times may be affecting the ability of pair paramedics to do their job. >> it was already a busy evening from police officers investigating an officer-involved shooting in downtown san jose. then police were notified of an altercation outside a check cashing office where a man was down. a police dispatch log obtained by abc7 news indicates no patrol units were available to respond.

the log indicates the police were called at 8:26:00 p.m. a fire truck with paramedics arrived 8 minutes later and an officer was dispatched 13 minutes later, arriving 17 minutes later. while it took the police department 17 minutes to respond to the scene with a man here on the ground, the fire department got on the scene but had to wait 10 minutes before they could administrator cpr. they had to wait for the police officers to declare the scene secure. police officers and firefighters working that day talk to us on camera on the condition we conceal their identities. they stress that delays can take a toll on saving lives. >> and those survivabilities increase with every single second and when you get to the minutes it becomes unrecoverable. >> it's a problem we've been seeing on the streets for quite some time now. and usually it doesn't have such a glaring result. in this case is certainly has. >> city officials acknowledge that 17 to 18 minutes is the

typical response time for a priority 2 call such as this. however, the goal is the 11 minutes. but that doesn't take into account how firefighters must stage a block or two away until a police officer gives the all clear. >> it's extremely frustrating. we are trained from the day we start training to save lives, to help people. and to sit there with idle hands is excruciating at times. >> while the firefighters waited, the victim died. and this underscores the fact that paramedics may be prevented from doing their job because of regulations. and the fire department rules bar them from entering into a potentially dangerous situation until a police officer declares the scene safe. in san jose, david louie, abc7 news. the federal government is accelerating the removal of decaying naval ships from the bay area. vessels so old they are an environmental hazard. the department of transportation said it has disposed of 36 ships

they want to work with every car manufacturer to make vehicles as smart as everything else. >> the car knows as a result of my cell phone who is getting in the car. my wife likes classical and i like jazz. doesn't have to play jazz when she's in the car. it only does it for me. >> but the executives meeting here agree this is only the beginning. and the technology in this car could end up paving the way for whole cities of cars that drive themselves. google has been showing off a prototype of a driverless car but bringing it to market is a lot easier in the car companies and network companies start working together now to make city streets ready for the technology. >> and planning for things that don't exist now but you know they are coming so you don't have to tear up the city streets and don't have to recon figure the streets to add new technologies.

going to want to make some plans and really change the ward rope up a little bit and maybe head out to the beach by midweek. here's a look. you will notice we have some clouds to the east of us. also up in santa rosa it is kind of gray, and the numbers ever cool. 46 now. 45 by the delta. you were down to 43 earlier. and the mildest reading, 54 at downtown with the mid-40s all the way down toward san jose. loss got tas typically cool in the higher elevations there with seven degrees of coming up in the hills since yesterday. but look at san jose. you are nine degrees cooler than you were yesterday morning. usually we see that in our north bay valleys. but really some breaks in that overcast, the longer nights and slightly dryer air, allowing for the cooler start. so we will call it partly cloudy this morning. more sunshine on the way. and we will have a return to some mild autumn-like temperatures today. so really what you would expect for mid-october. but then into next week not only are we warming up, we are talking about an offshore flow,

even our beaches are going to experience some warmer weather. there's the low. it was situated off the coast all week long. and it really did bring a little precip here and, there but now with it to the east of us, not a factor anymore. i talked about a week cold front pushing through the bay area. we had the low level moisture. but this is providing that listing mechanism that is allowing for the lower levels of the atmosphere to keep that fog away. by 8:00 this morning, well, you know, from our live shot we are already pretty clear out there in the city. we will look for a few clouds around the south bay. our east bay valleys. but today out of those 60s and those 50s from our coast and a warmer afternoon. 72 big sur with low 60s in the sierra nevada right any. 27 degrees in truckie. pretty chilly there. mid-60s in sacramento. a beautiful afternoon. the pumpkin festival, half moon bay, low 60s for the afternoon high about 3:00.

>> michael finney explains the answer is yes-- and no. >> it's not working. >> she is showing us what happened the day her clothes dryer conked out. >> push the button, nothing. nada. >> just a big load of soggy clothes and no way to dry them. luckily josephine purchased this extended service warranty from whirlpool. >> a nice young man came out, checked everything with his little electrical prong, he said, oh, it's the timer. >> a technician told josephine to order a new timer and he would come back to install it. >> he came again. well, it's defective. the timer is defective. >> so josephine went through the process all over again. she ordered the part, another technician came out, this guy shook his head. >> he said, well, you know, it's not the timer. it's the door switch. >> josephine said the technician didn't have a switch for her dryer, but he did have one for a dishwasher. so he installed that one instead. >> well, it worked for two days. and then it quit. >> so another repairman came out. he had the most low-tech solution of all. >> he said do you have any

electrical tape? he said the screw has come lose. >> the tape didn't help so the technician said he would be back in a couple of weeks. weeks? that was too long. >> oh, boy, at that point my patience was turning into anger. >> it had been eight weeks since her dryer broke and during all that time josephine was putting her wet clothes in these plastic bags, driving them to her nieces house and drying them there. she found out wet clothes are very heavy, especially after back surgery. >> i just have two towels and then do little things at a time. >> finally josephine called her own repair shop and paid her own repair. two days later the dryer was working but she was out $150. >> that's when i went to 7 on your side. >> we contacted whirlpool and it stepped up right away. the company agreed to pay for that repair and refunded the cost of her warranty. within days josephine received this check for $256.

according to our sister station abc in l.a. it's moving about 45 minutes ahead of schedule, but still not a quick move because, as we know, it's not really going to reach the museum until late tonight, maybe about 9:00 tonight. so inching along it goes. you can see all the people leaning the streets there. the camera flashes going off. just really an unbelievable sight, but fun to watch. and the 42nd annual art and pumpkin festival is happening this weekend right now in half moon bay. on monday a new state record was set when this ginormous weighed in at 1,775 pounds. oregon grower, thad star, collected more than $10,000 in prize money. the fun gets underway in a few minutes with a pancake breakfast, a costume contest at ten and at noon the 49ers legend quarterback steve young is going to be the grand marshall for the parade. there's lots of food and drinks, lots of good stuff. how will the weather be for
